Terms of Service
Last updated: 2 October 2026
These Terms govern your use of BEKA ("the Service"), available at safe4all.online and app.safe4all.online, operated by Zambian Cybersecurity Initiative Foundation (ZCSIF) ("we", "us"). By creating an account or using the Service you agree to these Terms. If you do not agree, do not use the Service.
1. What BEKA is
BEKA is a digital platform that helps people in Zambia report gender-based violence (GBV), raise an emergency alert, share their location with chosen contacts and responders, and receive follow-up from responders.
2. BEKA is not a substitute for emergency services
- Do not rely on BEKA as your only way to get help. Alerts depend on mobile networks, internet access, battery, location services and third-party SMS/WhatsApp providers, any of which can fail or be delayed.
- In immediate danger, contact the police or emergency services directly if you can.
- We do not guarantee that an alert will be delivered, seen or answered, or how quickly a responder will act.
3. Eligibility and accounts
- You must provide accurate information and keep your login details, OTP codes and access codes confidential.
- Some roles (for example responders or administrators) are issued only through access codes. Do not share or misuse them.
- You are responsible for activity under your account. Tell us at once if you think it has been compromised.
- [If under-18 use is allowed, describe the rules here. Otherwise state: "You must be 18 or older."]
4. Acceptable use
You agree not to: - Trigger false or malicious alerts, or misuse the panic button. - Submit reports or evidence you know to be false, or that identify someone with intent to harass, threaten or defame them. - Access another person's account, case, location or evidence. - Attempt to disrupt, reverse-engineer or probe the Service for weaknesses without our written permission. - Upload unlawful content, malware, or content that sexualises minors.
We may suspend or remove accounts that breach these Terms or that put others at risk.
5. Your content and reports
You keep ownership of what you submit (reports, messages, photos, recordings). You give us a limited licence to store, process and share it as needed to run the Service, which includes sharing relevant details with responders and emergency contacts you or the case flow designate. See the Privacy Policy for how that works.
6. Responders and partners
Responders, administrators and partner organisations act on their own professional judgement. We are not responsible for their actions, decisions or response times beyond what the law requires.
7. Third-party services
BEKA relies on providers such as SMS/WhatsApp messaging, email delivery, hosting and mapping. Their availability and terms are outside our control.
8. Availability and changes
We may change, suspend or discontinue features at any time, including for maintenance or security. We try to give notice of major changes but cannot promise uninterrupted service.
9. Disclaimers and liability
To the fullest extent permitted by Zambian law, the Service is provided "as is" and "as available". We are not liable for loss, injury or damage arising from delayed, failed or misdirected alerts, third-party outages, or the acts of responders, contacts or other users. Nothing in these Terms excludes liability that cannot lawfully be excluded.
10. Termination
You may stop using BEKA and ask us to delete your account at any time (see Privacy Policy). We may suspend or terminate access for breach of these Terms or to protect people's safety.
11. Governing law
These Terms are governed by the laws of the Republic of Zambia. Disputes are subject to the Zambian courts, unless the law requires otherwise.
12. Changes to these Terms
We may update these Terms. Material changes will be notified in the app or by email. Continued use after the effective date means you accept the updated Terms.
